President Bush, when addressing NATO said "We must strengthen our alliance, modernize our forces and prepare for new threats.''   This essay will address the last two points that he makes--force modernization and the threat to US and alliance interests.  To do this we must first consider the question of why nations go to war.  By applying the reasons for war to the types of war that we should anticipate in the future we should be better prepared to build a coherent force to wage such war.
